Vector graphics is a resolution-independent description of the actual shapes and objects that you see in the image. Photo Editors like Adobe Photoshop create bitmap (raster) graphics which is always bound to a specific resolution and stores an image as a grid of pixels.

Inkscape can be used to make simple shapes & patterns & complex designs. To begin with, learn the photo editing tools on the left sidebar of the editor panel.
Most of the commonly used photo editing & photo retouching tools are built into Inkscape. You can draw freehand lines & shapes, select outlines like a lasso tool, create multiple layers & have different fill patterns on layers much like in any other costly photo editors like Adobe Photoshop, Adobe Illustrator, GIMP & Corel Draw.
Once you are done, you can save the new photo in Scalable Vector Graphics (SVG) format or in popular PDF formats.
