FastIcon is a well known creator & seller of icons. Apart from custom icons that you can buy from them, they also have a wide range of royalty free icons in store.

Since this tutorials is based on creating images with layers, you would need a digital imaging software like Adobe Photoshop to make them. The 4 icons on the left are replicated after going through the tutorial.
